Ok, just go it and got it at a heck of a deal, just needs work here and there. The car had been in a front end collision and then bought from an insurance auction and the majority of the car was repaired. There are a few problems that I still have to fix and need some help. I didnt want to flood the forum with a bunch of seperate posts, so im just gonna ask everything here.

The first thing is the seatbelt tensioner engaged and now the seatbelt is stuck and not long enough for me to click in, and the seatbelt chime is soo annoying! I cant fint the tensioner anywhere in town, hadnt checked the dealer yet, cause i figured it would be an arm and a leg. My airbag light is on, but as far as i can tell none of the airbags deployed, im guessing since the tensioner engaged, that may be thats the cause since the car sees that it did. Is there any way to atleast bypass the seatbelt trigger to stop the chime?

The next thing is the windshield wipers aren't operating properly. They only come on at the highest speed and if i turn the switch to off, the wipers don't return back to starting point, they just stay where ever they are. Would that be the wiper motor or some switch or relay?

Next, the owner before me said that the A/C stopped working all of a sudden and the mechanic told her it was the heater control valve, supposedly he just bypassed it temporarily. Sometimes the air starts to blow a little warm and then back to cold. Is this normal, even though its supposed to be bypassed? She said that he removed the HCV without removing any other parts, but I read that there were a bunch of things to remove before you could get it out. How do i know if its actually bypassed or something else causing the AC not to work sometimes?

The engine feels good and strong and no check engine light, but somtimes it sounds like its bogging, but I dont feel any power loss, what could it be? Air filter is ok.

As for the wipers...
They might not turn on till you put it on the highest setting cause they have rain sensing wipers.... check the stock and make sure it does not say AUTO on it...if it does then they will not go on till the highest setting... or put it on medium and throw some water on the windshield and see what happens

This is for an 06, but most of what it has is accurate for an 04.

Very few 04s had auto wipers, and in any case auto wipers would still park in the right place. The linked service manual gives troubleshooting steps for the problems you describe.

I think that when you say HCV, you really mean the DCCV. That is how it is listed in the manual, and that would be the best term to search for on this site. You'll want to fix this as it can impact engine cooling too.

The owner's manual gives a procedure to turn the seat belt reminder off. Since the car had a frontal impact, all seat belts that were in use when the impact happened should be replaced. (The belts stretch once, and after that they won't protect properly in the next impact. ) It sounds like the retactor is damaged anyway. I doubt that the explosive charge in it was fired, since the airbags probably would have fired too. Be careful not to set it off when you replace it. (The SRS light flashes out a trouble code that will give you some hint of what the problem might be. I would suspect a front crash sensor.)

Max at Five Star Ford (look at the ad to your right) is a good source for Ford parts at a reasonable price, and he can help you figure out the right part numbers.

Well, unfortunately, I cant do the seatbelt procedure, because its not long enough to reach while Im driving. I took the tensioner out and it looks like it did go off and lock in place. The airbag light isn't blinking its just solid, and it doesnt say SRS, its just the little icon with the man and a bubble in his face. Is the SRS light different?

Are you able to plug the seatbelt in without wrapping it around you? If it can reach the plug you can disable the minder. Otherwise you are screwed on that one.

Yes, that's the SRS light. It should flash out a two digit code for the first several seconds after you turn the key on, and then go to being on steady.

Yes, it will barely reach if I am not sitting in the seat, but i think i read that u have to be in motion for the procedure to work, and it would be impossible to drive, scoot up and the plug and unplug the belt all together.

Ok, the SRS code goes like this...

flash, flash........flash

So, two flashes, then blank and flash again

really you cant scoot up while driving and plug in the seatbelt what are you 60?

I don't see how you could be in motion with the parking brake set, the transmission in park, and the engine off. Here's the procedure.

Deactivating/activating the BeltMinder feature
Read steps 1 - 9 thoroughly before proceeding with the
deactivation/activation programming procedure.
The BeltMinder feature can be deactivated/activated by performing the
following procedure:
Before following the procedure, make sure that:
• The parking brake is set
• The gearshift is in P (Park) (automatic transmission)
• The ignition switch is in the OFF position
• All vehicle doors are closed
• The driver’s safety belt is unbuckled
• The parklamps/headlamps are in OFF position (If vehicle is equipped
with Autolamps, this will not affect the procedure.)
To reduce the risk of injury, do not deactivate/activate the Belt
Minder feature while driving the vehicle.
1. Turn the ignition switch to the RUN (or ON) position. (DO NOT
START THE ENGINE)
2. Wait until the safety belt warning light turns off. (Approximately 1–2
minutes)
• Steps 3–5 must be completed within 60 seconds or the procedure will
have to be repeated.
3. Buckle then unbuckle the safety belt three times, ending with the
safety belt unbuckled. This can be done before or during BeltMinder
warning activation.
4. Turn on the parklamps/headlamps, turn off the parklamps/headlamps.
Seating and Safety Restraints

5. Buckle then unbuckle the safety belt three times, ending with the
safety belt unbuckled.
• After step 5 the safety belt warning light will be turned on for three
seconds.
6. Within seven seconds of the safety belt warning light turning off,
buckle then unbuckle the safety belt.
• This will disable BeltMinder if it is currently enabled, or enable
BeltMinder if it is currently disabled.
7. Confirmation of disabling BeltMinder is provided by flashing the safety
belt warning light four times per second for three seconds.
8. Confirmation of enabling BeltMinder is provided by flashing the safety
belt warning light four times per second for three seconds, followed by
three seconds with the safety belt warning light off, then followed by
flashing the safety belt warning light four times per second for three
seconds again.
9. After receiving confirmation, the deactivation/activation procedure is
complete.

So, two flashes, then blank and flash again

That's code 21.
B2293 21 Restraint System — Air Bag Fault (Passenger Front Air Bag Circuit Fault) Go To Pinpoint Test H .

However, in the event that you missed the first flash, it would be code 12.

B1342 12 RCM Is Faulted Install a new RCM.

If it's 21, then you want pinpoint test H
