looks like there is one on a hose between the fuel purge system on the fuel line ...I replaced the fuel filter in the wheel well and rebooted the pcm again still no change wondering if this in line device (damper) is causing poor fuel flow to the injectors also I noticed that in park when reving the motor after it would fall back from around 3 grand like the limiter was set to 3 grand ???

fuel filter was dirty brownish and tiny specs of muddiness ...im assuming that it was build up from the techron I ran but still not hitting the mark for solving any obstruction or failed part ...yes there is new cops new plugs and newer oil no dtc discovered by my cheapo blutooth obd2 scanner ... I might order a usb one because I intend to run forscan and there are many areas and sensors on the car scanner pro app that are empty one segment is dedicated to fuel pressure and forscan is a new bigger proggy with most of the brains possibly being able to identify with but not with windows and a blutooth dongle

No, it's not the damper (causing a running problem).
Yes, there is a park/neutral rev limiter.

fuel sounds dumpy still after changing manifold gaskets and cleaning egr runs a little better but makes too many mistakes in excelleration
