I've asked the question back in the spring this year, and no one can find the problem, including two different ford dealers. Last week my DCCV broke again (3rd time since I have the car brand new 2006), when I have dealer fixing it (I know I should do it myself, but I'm pretty slow and with two kids running around, no time), the find that the electronic heater pump also got stuck (5W4Z-18D473A). When they told me that, BINGO, my brain told me that they finally can solve the full speed fan problem.
I have the car back from dealer for a few days now, the fan now is not screaming any more. If you don't see me doing a follow up post by the end of this week, then it means that the problem got solved.

Why I post this is because I saw quite a few posts have the same problem and also online via google, but a lot of them got no resolution. Hope this benefits the brothers and sisters on the forum.
