Yes, these wheels fit over 13" cobra rotors and calipers.

is that a painted finish?

The finish is bright silver painted or powdercoated (not sure of the actual OE application process) and clearcoated.

ok thanks.....is it possible that this paint/powdercoat finish was done after they left Ford?

No. These wheels were made this way in the factory. They are 100% original.
Most Mark VIII veterans will remember the 98 Thunderbird that never was.
The wheels were designed originally for those cars http://www.angelfire.com/il/tbird94/Svt.html
Thruthfully, the wheels should be called SVT wheels, but they do look very much like 95 Cobra R wheel.
