Overheating! Cold Lower Radiator hose!

Hey im new to this site and just picked up a 2003 lincoln ls for $1800 only 80k on it. so heres my problem i wanna see if anyone has had this problem and solution... The cars water pump radiator and thermostat have been replaced.. the car is still over heating.. bleeed the system out and so forth.. but while the cars is on the lower radiator hose is cool like if the thermostat is not opening.. is there anyone who can help me out here Please.!:mad:

Was the thermostat correctly assembled?
Did you replace the thermostat housing?
Did you replace the degas bottle?
 
Yeah i followed the procedures for bleeding.. Im gunna replace the degas bottle anyways. The fact that the lower radiator hose is not gettin hot is making me think i person i bought it off installed the thermostat incorrctly.
 
or the parts that hold the thermostat in have crumbled while reassembling and have jammed the Tstat in there. I've seen this one first hand.
