rough it up, spray it with self-etching primer, then paint it.
Be sure to scuff ALL the chrome, and use enough self etching primer, and enough clear coat.

You sir are correct.I'm pretty sure you have to take the bumper off and bend the clips back that are holding them on.

with what? spray paint can? or home paint like what you use for walls
