I keep hearing this rotating sound coming from under the car. Sounds like its coming from the front center of the car. It's only audible when I'm decreasing speeds from 20 mph to 0..Any ideas? (I'm positive its not the brakes)

cat? I have seen them get attached tot he bottom of a car before
just had the brakes and rotors done like a year ago and had them inspected last week so I'll rule those out...I'll make a video and post it later kind of hard to describe... it sounds like something is obviously rotating and rubbing against something when im going slowing down....You cannot hear it when the car accelerates or reaches at high speeds. I noticed my girlfriend car makes the same sound on her car older malibu its definitely not normal

Sure sounds like wheel bearings, but your description is pretty vague. It's probably making noise above 20mph but you don't notice it because the wheels are moving quick enough.

Does it make the noise with your foot off the brake?
Does it make the noise with the transmission in neutral?

brakes can go out in less than a year... Just because there is still pad left doesn't mean the pads are not damaged... they could be contaminated, glazed. you could have a failing caliper... just because they "look" / inspected "ok, doesn't mean they are.

Rell your right! I went and drove again and I only hear the sound when I press on the brakes..Joe it makes the sound when I'm in neutral as well

Pads and/or rotors. You'll most likely find that it is a matter of the type/brand of pads that you used.

i'd say its pad / caliper / rotor related..
+1 on the lifting and try... jack stand the front and get them spinning... then brake (with the wheel off).. look for warping / pulsating...

Since the video, yes. The principal about the brakes is still the same, but the torque converter thought becomes less likely.

IIRC ceramic pads are cleaner (less dust) and last a bit longer, but a little more noisy
Semi metallic create more dust and are more quite, but dont last as long...they are usually cheaper too..... someone correct me if any of thats wrong...
