Xenons in the Fog lights and new wheels

i had regular bulbs before and they sucked with the paint so i add the xenons but all my yrs behind the wheel and many diffret car i use to drive with just the fog lights sometimes just becuase and i see everything fine dont get me wrong if its dark out i'm using both
