Wipers/Heater & A/C issues 2000 TC Cartier

I was recently driving down the road on a rainy day and had my wipers on. They were working perfectly fine until they started to slow down and came to a complete stop in the upward position. A few minutes later my heater stopped working and once I got home I noticed that my A/C wasn't working as well.

I checked all of the fuses both under the hood and inside under the dash along with all of the relays and everything tested good. Does anyone know if there is a module that controls all of this that may have gone bad? If so, where is this "module" located?

Look at the firewall pass. side it should be to the right of the fan housing.
