What the hell is this and why did it just fall out of my throttle body?

Odd that is would fall out since, for one, they are impossible to turn most times, and two, they are usually head in with lock-tite.
Its an adjustment screw that is not suppose to be touch. Not sure why. Anyway, some people have and the vehicle never ran right. Sorta like cleaning the TB with anything BUT TB (not carb) cleaner.

Well mine fell out sometime the other day, I heard what sounded like a huge vacuum leak and then noticed that laying under the throttle body, didn't look like there was any thread-lock on it at all, there is now, but I didn't know how tight to tighten it for sure.
