what is this connector for ???

I was installing my new red emblems today and while I was kneeling down at the front of the car I noticed a cable with a 3 blade pronged plug just laying behind the license plate and behind the lower horizontal grill. It wasn't plugged into anything and I was wondering if anyone else has this situation. It comes into the lower grill area from between the rad and the frame behind the drivers side head light. The plug is smaller than the typical block heater plug which is a standard 120V plug. This one has 3 flat blades in the shape of a triangle and all the blades are horizontal. Everything on the car works fine so I don't know what it is for. Any suggestions? Thanks.
 
I had something in the front fascia of mine, always wondered what it was meant for, never got the chance to figure it out.
