Two questions

would my exaust be louder if I took out the catback and ran pipe to muffler or took off mufflers and just ran pipes from cat back?

are you asking which would be louder: A) running only cats or B) running only mufflers

The cats don't provide much in the way of sound deadening properties. yeah, due to the nature of what a cat does, it ends up making the exhaust note a bit softer. but the muffler is where the sound really gets muted.

yes... you can not legally remove or alter a functioning cat; if it is damaged, it must be replaced. Legally speaking...
