TSB info?

:Does anyone have any info on tsb08-16-5. It has to do with a cold temp. drive belt snapping sound. I had this happen in Feb. and the temp was about-10f. I found the tsb on alldata but it doesn't say what the cause is. Anybody else had this happen?
 
Some 2000-2006 Lincoln LS and 2002-2005 Ford Thunderbird vehicles equipped with a 3.9L V8 engine may have an accessory drive belt snapping noise for approximately 10 seconds when ambient temperatures are below freezing. A new idler pulley is available to repair this condition.

Hmm, I think I had this happen once, but temperatures were just a little below freezing.
