Testing the trunk neon beam wiring harness

Recently I had purchased another 2nd Gen Mark VIII and it came with the usual neon beam problem. My beam works intermittently and so I decided to put a voltage tester like this one

to the harness on the trunk lid to see if I got any juice out of the harness. Connecting the tool to the ports doesn't make the tester indicate any voltage by lighting up except for the port that has the green cable.

My question is; Are both power ports(green & brown cable) supposed to make the tool light up or just the green cabled port? I admit that I'm too lazy at the moment to undo everything on the other Mark VIII's trunk to find out myself since it work fine, so is why I ask.

One is for brakes, it won't fire up the test light unless you hit the brake pedal.

If I had to guess its your harness that runs down the trunk hinge that is giving you issues.
