Steering wheel position is not memorised and does not work properly.

I have a 2002 Lincoln LS.
I have installed a used turn signal switch & a new coil spring.
Typically when we pull the car key out of the ignition, the steering wheel would go back towards the dash. Now it's not doing that, also it won't save the steering wheel position in memory for driver #1 or #2
The switch that controls the steering wheel position now only works in step increments. It wont come all the way in any direction.
What went wrong here and how do I fix it ?
 
Sounds like the position sensors have been damaged or disconnected. If gen I is like gen II, then all the harness connections between the steering column and the car are up near the steering wheel where you would have been working.
