Steering lock on 2005 Town Car

Hi there, I imported my 2005 Town Car from Florida to Finland. Now I have some problems with the finnish authorities because my Lincoln Town Car Signature Limited has no steering lock. In Wikicars I found that the steering lock was eliminated in 2005 from Mercury Grand Marquise. The Mercury is mechanically and technically very similar to the Lincoln Town Car, so is it possible that the steering lock was also eliminated Lincoln Town Car? In this case our authorities could accept the lacking of the steering lock.

Starting in 2003 all fords with the p.a.t.s. (security)
Do not have a steering wheel lock.
If you have a town car L than it may not have pats and should lock.

my town car is a Signature Limited and I already got an email from lincoln.com, that the car has not a steering column locking function.
