I have an 03 Lincoln LS 3.9 V8 and just had a new engine put in it now it cranks all day but won't start and that's how my mechanic returned it to me I live in Benson Arizona and cannot find any1 that can come out here to reprogram the ecu to match the engine that was just put in any suggestions

That's not your problem.
There's no programming/matching of engine to PCM. If they had changed out the PCM with the engine, then the starter wouldn't even engage until the PATS was reprogrammed. You have some other problem. You should not have accepted the car in a non-starting condition after he did the work. You (or someone else) will have to do real trouble shooting to see what the problem actually is. The basics that it needs are fuel, spark, and compression. I would begin by seeing if it is getting fuel at all, and spark at all.

Why was the engine replaced?

Coolant system failure wrong antifreeze was added and went solid in the lines caused a piston slap and threw a rod out the side of the block I really didn't want to accept the car back not running but had no other choice the car will crank but the injectors aren't firing theirs fuel to the rails but not the injectors and theirs no anti theft light on the dashboard im lost any advice

Pcm ecu was not changed out with engine
Yes, I know. If it had been, the starter wouldn't engage.

If I wasn't clear. Your problem is not PATS or programming. Your problem is more basic than that.

Get Forscan and see what it has to say. Is the PCM powering up? What does it show for the crank and cam sensors while cranking?

Bad situation and will the mechanic stand by his work and look at the car again?

Nope sure won't the mechanic was Randy Beel and Matt Beel and now they both completely ignore me after I paid them $3,800 to fix my car

Contact your local State Attorney General office... and file a complaint against the shop.

THAT should get sombody's attention.
Varies by state, had a mechanic do $18,000 worth of damage to my vehicle in Utah and nobody cares there, however if it would have happened in North Dakota the attorney general would have nailed their ass to the wall. Hopefully whatever state you're in they'll actually do something.
