can anyone tell me if sct xcal2 part #9400 is the correct device to program a 2006 LSv8?

Yes it can load tunes, and you can make adjustments to that tune with the SCT II, 9400. If you are thinking of making a tune...no, a tuner has to do that with a SCT program.
