Scratching sound from Wheel

Im getting a sort of scratching/grating like sound coming from the rear driver's side wheel while I'm driving. I hear the echo of the sound off of other cars as I drive past. Its sort of a crackly scratch, not a high pitch brake squeal. The pads back there are old, but they still have a couple mm left. Any ideas what could be the problem?
 
Red most likely the pads dragin. The piston has to push the pad along way when the pad is small and alot of times the piston has trouble pulling back.
 
Ok well my parking brake is out too, it doesn't grab and there's no feel to it. Whats this mean?
 
Actually the parking brake cable has snapped right off, how can I fix/replace this?
 
you will need to replace the cable and do rear brakes. That would explain the noise. The cable is fairly easy just look at how the old one is mounted and if you look at the new one you will see the part that broke and then you will see how it hooks up in the back.

Agreed, change cable and brakes. Sound will be gone.
