R side marker is a fish bowl

My 1999 eldorado r side marker/turn signal is now filled with water and directional does not work.Is there a drain on the bottom that is clogged,or is the unit sealed? I figure I will drill a hole to drain it and just seal it up with some clear rtv silicone has anyone else had this happened?

Just buy a new one. You can buy a cheap one on ebay for about $20. Otherwise, you can spend about $50 for one that is probably better quality?
