painting car question

So I painted the engine compartment strut towers wheel well area with dupli color under body paint the black rubber looking stuff. I let it set a couple of days then put everything back together. Here's the problem it seems like whenever I touch anything to that paint it takes the paint off

Means it did not stick to the material you painted.
