interior repair

i just bought a 06 cts and the base of the shifter is starting to fade, and just looks horrible, any suggestions on how to fix this is appreciated

It looks to me like there is a coating that is coming off... but that pic isn't the greatest... can you get some better pics?

Remove it, scrub it with dish soap ( to remove armor all...), wet sand it with 400 grit wit a few drops of dish soap in the water until it feathers out or until you get all the old paint off, sand it with 600 grit, wipe it down with wax and grease remover, mask it off, paint it with SEM or other interior rattle can, de-mask, reinstall.
