ok so I have a Gen I and want to install Gen II Chrome door handles (door panels will come later). i found the door handles in the junkyard. Did a search on the removal procedure and tried drilling out the rivets as instructed. failed miserably. I dont know if I'm doing it wrong or if my drills aren't strong enough (7.2v and 9.6v) or what

so am I drilling the silver part or the green screw in the middle?

and should I use a heavier duty drill?

The middle green part - is a steel insert, that is a part of the rivet used to plunge it. Can be removed by hammering it through a 3 mil prorate to inside of the door (it will fall of down to the inside if the door). Than take a 6 mm drill and use the hole as a gideline ("gidehole"). Part of the rivet will fall inside the door, and part will stay on a drill, looking like a washer.
The more powerful drill recommended, but not necessary.

Punch the center pins out first with a hammer and a punch. Then drill the aluminium rivets out, so much easier that way
