Hydraulic cooling pump

We have a 2000 LS V8 with 125k miles. We have owned it for 9 years - second owner. Replaced the cooling fan last week $1k(P&L) and had a slight elevation in tempertaure and antifreeze leak 4 days later. Brought it in and had the coolant reservoir replaced. Dealer claimed large crack $240 (P&L). Then they indicated that after the car idled for 25 minutes in a garage that was 110 it started to rise in temp. They said that the new fan they put in is working at a reducaed capacity because the hydraulic pump is not properly functioning. Here is the question.....Are they actually two seperate parts? Should the problem with the pump been found when the fan was replaced? The mechanic at the dealership told me that they can't predict when it will go but as long as I am not sitting in traffic and I watch the temp gauge I should be fine for a while. Dealer quoted us $640 (P&L) to replace pump. Crazy or worth the repair? Outside of tires/brakes this is the first serious work to be done.
 
The pump is separate from the fan, and sits on the passenger side of the block. Usually the pump is OK, and rather the actuator is failing. The actuator controls the pressure to the fan, and hence the fan speed.
So if the fan doesn't properly spin up - ie, turn on A/C, is the fan noticably faster? - then it's most likely the actuator. A little under $150 in parts, and can we swapped in 30 minutes.

Many dealers replace the entire system (pump, fan motor, hoses, reservoir, actuator) when there is a problem because few have the test equipment needed to correctly diagnose which part(s) of the system is the problem.
 
My issue: sitting in traffic with the AC on will make the temp indicator rise. Turning off AC and turning on heater allow the temp to decrease. I replaced the pump actuator a few days ago which didn't seem to solve the problem. The fan works and does increase in speed when I turn the AC, I don't know if its high speed. When the engine gets hot the fan will increase speed on acceleration, is that normal? Not sure where to go from here, Is this an issue with the fan, pump or plastic parts (replaced degas bottle with Motorcraft one last summer)? When I replaced the actuator, the fluid was good.
