HID ballast question.

My driver's hid ballast I beleive may possibly be grounding out. It makes the faint noise that it normally would right when you turn it on but the light just flickers and then turns off. The light is not discolored while it is flickering if that matters for anything. Think it might be a bad ballast or just a grounding out problem?

I found it to be a shattered filament.
