Help with Removing the Front License Plate Bracket

Any of you guys know how to take the front bracket off? Do i have to take off the front bumper and then unscrew it? Thats the way its looking right now...

It's riveted. You have to drill out the center of the rivet. I don't remember the bit size, but should be easy to figure out.

Are you gonna fill the holes in the bumper? I don't know that four holes drilled in the bumper looks much better than a front license plate bracket.
