You have to remove the plastic cover that goes over the whole front and covers the top of the headlights and radiator. Then you will see an adjustment for the low beams towards the outer part of the rear of the each headlight.
Thanks Leo. I took this cover of and I can only see a very small hexagon sort of adjuster, is that the one you mean and is it only for the low beam?
The problem I think I have is that when I turn on the high beams there seem to be very little difference with the low and high beams.
I always have some heavy equipment in the trunk and I would like to adjust the headlites. Thanks again for your information and looking forward to your answer.

Send you a message but it seem to be somewhere else. What I did ask is it that little hexagon stud about 1/8" sticking out. You mentioned it is only for the low beam.
On another site it mentions a allenhead wrench for a 2004 LS.

Hey Jake, I have been out all day. Yes the hexegon stem is the adjustment for the low beam, I know that there is an adjustment for the high beam, but I have never had to do that so not sure where to telll to look. Hope this helps.
