well lets see here, you have a fuse that only blows with your HIDs installed, but works fine with regular bulbs and you think there may be a chance that it is a problem with the car???
rest assured, if the fog lights work with regular bulbs, then there is no problem on the cars end.
its a pretty safe bet that your problem has to do with cheap chinese ballast that don't really have any type of quality control since they are not really legal anyways...
