drivers side seat belt - stuck!

I tried everything, but it seems like it's stuck hard for some reason. Got a used belt off ebay to replace and it's rolled up tight and won't come unstuck.

Is there a way to get a seat belt to unwind?
Does it have to be plugged in to unwind (since it has active electronics in it....)?
I think there's gunpowder in the seat belts that fire in an accident, but I presume I'd smell it on the seat belt and down where the active elements are. Is there a way (indicator) that would show if the seat belt has been discharged?
 
It's not gunpowder. There are several tiny Ninja warriors that live in each of the belt packs. They're probably hanging on tight.:rolleyes:

Actually, the inertia mechanism probably needs to be held in the right position to make it work.:)

Actually - you were right on....once I oriented the belt correctly and diddled with it a bit - voila! Works fine! :D

Now that the ebay belt works, time to replace and take a look at the old belt and figger out what's wrong.....
