driver catalytic bolts

Hi everyone does the exhaust pipe that connects to the driver catalytic convertor support the convertor at all? My two bolts rusted and let loose.

It looked like an easy job - just put in two bolts. Upon a closer look, it is two studs that tread into the catalytic converter. The end of the studs are threaded into the convertor and the rest of the stud has rusted almost clean through. I tried drilling them out with no where near success and do not have a welder to tack a nut on.

I think it is fine to drive, but want to make sure the exhaust pipe doesn't support the convertor in any way.
 
You can drill 2 holes instead of studs and use bolt with nut without welding. Drilling will not be easy, but possible.
