Do you need to take the rear bumper off to install the chrome modlings?

So i got a new rear chrome bumper molding for the rear bumper, now when im putting the clips on, can i just put the clips on the molings tabs and just insert the molding in the rear bumper or do I have to take off the rear bumper in order to install the chrome molding trim.

I'm pretty sure you have to take it off. Or maybe it's just easier that way, but I think it needs to be taken off.
