Cruise control out of function

Hello!
I recently bought (a few hours ago) a 1995 Lincoln Mark Viii and the cruise control is out of function.
Just asking, am I completely wrong when I say that it's the vacuum "box" inside the fender (left side on my Fox Thunderbird, don't know here it's located on this car) that's leaking? It's a quite common problem on the Fox body Thunderbird that the vacuum "box" breaks/cracks and starts leaking.

its possible i guess. not sure if marks are vacuum controlled. i would assume they are. all other fords of that era are.
also common is a clock spring failure. does your horn work?

Did the car have the cc deactivation recall done
On some people went in to get this done and if the dealer didn't have the part they just disconnected it
 
Chris2523: I have no idea if the horn works. The car is currently in my hometown 600 miles away from me. Abit difficult to test it.

Slowmkviii: No it most likely have not. It's in Sweden you see. Although imported here in 2005 so it MIGHT have it done (if they started fixing it before 2005). So I'd love to know where I fix the CC system (it's a fuse I need to mount in, right?). I'm quite handy to say as least so there's no problem. I aint letting no dirty guy work on my car.
I've gotta check that because I looked at another Mark Viii which ALSO had a disfunctional CC which seems like an odd coincidence.

Reading that makes me think that the car has had the first recall solution while it was still in the USA (before 2005) and they've just disconnected the CC.
But when was the first recall made exactly?

Checked out the 15th post, great! I'll check that out when I can but I definetly wont activate it.

But what is the fix? Because I wouldn't think that Ford in Sweden would ever bring in my car and fix it. Did they just put a fuse somewhere or what?
 
I don't think the recall was until 2010
I would talk to ford just to see if they'll cover it
 
Talking to Ford will be tricky because I'm in Sweden. And to be honest I don't think would ever care about a Lincoln in Sweden.
 
ok ive been watching this over my phone, and finally had time to log in today, the cruise servo is electric in markviii's not vacuum, its in the drivers fender, kinda sucks to get to.

to clarify the recall, there were 2 stages, 1 was to just disconnect the brake psi switch so it wouldn't catch fire, and also leaving the cruise inoperable, while ford figured out what to do, then after they made the fused jumper harness the customers were called back to have the recall completed, but of course some people said i already did that recall and never went back
so id check to see if the brake psi switch is plugged into a jumper harness with 2 fuses on it or a new style switch with no fuses and a short jumper just to adapt the connectors, if it is all there and plugged in check the fuses on the jumper (if you have that style) then disconnect the harness from the switch and install a jumper wire between the 2 terminals (tape it up good cuz it has power and will short out if it contacts metal) and see if the cruise works, if it works you need to replace the psi switch, if not then you must continue on to find your problem cuz that isnt it
 
Yes, ignore all the crap in that post from me, I was trying to show Ford that they had done it wrong, and thanks to mrzees, chickens and the others guys info I did :)

They will replace the switch if it is leaking, and hook up a fused harness to it that goes inline of the plug. They are also supposed to goop dielectic grease and look for burning on some module in the other fender liner if it is leaking too, though I've never seen anyone mention it, but I've read the recall directions fwiw...
