Bad Coil, from what?

What causes this yellow color on the coil boot. Is it coolant? I have 2003 V8. I have never gotten a code, but it will surge at higher RPMS.

I've been told that water can get under the COP covers and do that..

If water is in the well, would I get a code or is this a coolant issue?

Either water or oil. Coolant isn't normally something found in the plug wells on these cars.
