2003 LS V8 w/Electrical Problems

My wife's '03 LSV8 is having issues. Listed below are the issues in no particular order:

1) CEL on; reads code P1633. Battery is fairly new; cleaned terminals, no change.
2) Fuse #7 behind kick panel blows the instant I plug another one in. D/S power seat, power mirrors, are inop.
3) "Service Park Brake" shows on instrument cluster.


An unrelated (I think) issue is that there is a "hissssssing" noise coming from behind the instrument panel that seems to be related to the A/C. It goes away when the A/C is switched off. Also, the vent temperature isn't very cool anymore. I thought that the DCCV might be allowing hot water to pass into the heater cores. However, after changing the DCCV, I don't notice much difference in the vent temps.


I checked each fuse in all 3 fuse boxes, with nothing out of order except the aforementioned fuse #7 behind the kick panel. I'm stumped. Any and all help is greatly appreciated.

Also, the car is hard to start. Meaning, it cranks well but will not "catch" until I let off the key and then try again. Then, it starts immediately. Any input is appreciated.

At the least, you have a short somewhere on one of the circuits fed by the #7 fuse. Find and correct that short before trying to solve any other problems, because those problems are probably linked to your short circuit.

Do not put in a bigger fuse in an attempt to solve this. You'd be amazed at how quickly a car will burn from an electrical fire. If you can't troubleshoot this yourself, take it to a dealer or a good independent. Don't waste time and money on a chain shop for this kind of problem.
