2001 Lincoln LS v6 A/C clutch not engaging.

I have ran the self-test in the car (holding floor and off button then pressing auto button) and it came back all 8s. Checked the low port side pressure and it was good on r-134a, then I replaced the relay under the hood (relay 08) and the ac clutch still won't engage. A/C worked when I got the car last May. Worked for about a month after I got it then crapped out. Where else can I troubleshoot? Worked good last summer for the month I had it but didn't work all winter and now getting warm again I'm trying to figure it out.
 
What was the actual low side pressure (in PSI)?
What is the high side pressure (should be the same as the low side with the clutch off, but it needs to be verified)? The system only monitors the high side pressure.
Did you check for power at the clutch?

Things that will keep the clutch from engaging.
1. High side pressure too low.
2. High side pressure too high.
3. Evaporator temperature too low (or evap sensor failed).
4. Engine overheating.
5. Engine idle too low.
6. Compressor switch off on climate control.
7. Throttle open too far.
8. Wiring fault.
9. Bad relay.
10. Bad clutch.
11. PCM fault.
12. DATC fault.
