98 lsc wiper blades suddenly stay 2 inches above normal level when off what could be he reasoning and the drivers side seat motor works (can hear it) but wont move. any advice much appriciated

Sounds like you may have damaged the linkage at the elbow.

Between the wipers? Or on each wiper? Cause they both are half way up the windshield but i can push them down

Sounds like your "park" or "home" tab on the gear for the wiper motor maybe worn or clogged with debris.

do the wipers work normally, just wont 'park' right?

Its weird they go down and the power kicks in real quick and puts them all the way up
