Are the 03' and 04' LS the same car...I know there was drastic change from 02' to 03'...but was there change from 03' to 04'?

Yes, basically all Gen. II LS's, the '03, '04, '05 & '06, are mechanically the same car and there is no major difference between a '03 and a '04. Though upgrades were made each year to the PCM software, along with production and manufacturing improvements.

So IMHO, given a choice, I would always go for the newest model, with the 2006 LS being the best.
 
The only changes you'd really notice between an '03 and an '04 are the availability of the LSE package on the '04; the redesigned valve cover gaskets (beginning with the late '03s); available THX-certified Nav system ('04); Sirius-ready audio system ('04); available Bluetooth phone integration ('04); and rain-sensing windshield wipers (discontinued mid-'04).

From a driving perspective, though, they are functionally identical.
 
Man they ditched the rain sensors! Man one of the reasons I hated my G35 was due to the absence of the rain sensing wipers.
 
The rain sensing wipers in my 04 sucked the bag. Not sensitive enough even at the highest setting and poor performing in light rain.
Plus there was no intermittent settings. I unhooked the plug off the sensor on the windshield and the wipers reverted to regular intermittent operation.
