02 Lincoln LS wont crank

When I try to start my car it will not crank....when I turn the key it will not make a sound no clicking sound no nothing...my battery has good volt which is 13 all my lights n radio work fine...IS IT MY STARTER THAT WENT BAD???

Fine is not an answer. Do you want help with this or not?

Examples of possible actual answers:

It is off while trying to start they car.
It is on solid while trying to start the car.
It is flashing rapidly while trying the start the car.
It is flashing slowly while trying to start the car.

I didn't ask about "all" your lights. I only want to know about the PATS light right now. Which one of the above four possibilities does "fine" equal?
