+1 on the crank sensor. Just pull it off and spray some de-ox electrical terminal cleaner on it and plug it back up. Very common on Marks.

Yes it can cause surging, I had the same problem and got a Neutral drive circuit open code and a range sensor not switching states. I installed a neutral safety switch and no more surging. Had this problem on my 93 Crown Vic and it was the rubber gasket where the fill tube went into the tank. I don't know if MKVIII's have the same setup, I've never had mine out, but it would be worth checking. $30 bucks at the dealer. what a ripoff

If you're going to do the uppers, go ahead and do the lowers. You'll be glad you did. Like somebody else said the new uppers will show up on worn out lowers and You'll be right back in there doing it all over again. Do the stut rod bushings too while you're there.

20 minutes? I gotta call BS on that one. I've done several now and there ain't no way the job can be done "Right" in 20 minutes. Did you change the oil? I know you had to refill the rad and "burp" the system. If you did all of that in 20 mins, brother you are a better man than I am.
