    Is the cable itself completely defective, or is it just disconnected @ the throttle body? Disconnected, it can be attached w/ a new bushing. However, if you've been driving it this way for any time the transmission is probably shot. Burnt overdrive, lots of "crap" plugging up everything...

    Has there been remote starter installed on this car? This involves a "do it yourself" adventure into cutting & splicing into the ignition & starter circuit wires. There is usually a set of relays somewhere under the dash connected to all this mess. It's a possibility.

    Moaning

    Groaning especially when parking is pretty "normal". Fluid issue. First make sure the level is corrrect. Then try getting both front wheels off the ground & turning it back & forth a few times. This might help if there is air in the system. Check the alignment to be sure it's not toed out...

    Weird Wipers

    Don't know if it's the same for all model years, but I pulled a spare from a car in the salvage yard that was located up & behind the headlight switch. Was hard to access, even in a car w/ the dash torn up.

    Cruise control is dead!

    Yes, you could plug that line. The vacuum dump valve is a secondary, or backup safety device in that the electrical brake light circuit should disengage the cruise also. Yes, it would be an unsafe solution to drive w/ the line plugged.

    Fuel pump that fits an '89 Mark VII. The "sock" is that off white part @ the bottom which prevents the pump from picking up marbles etc, from the tank. The solution of course is to keep more than 1/4 tank of fuel on board. You should anyway, especially in winter. Otherwise don't accelerate...

    Cruise control is dead!

    The post above sounds correct, it's probably the vacuum switch. Cruise is disengaged either electronically by application of the brakes (your brake lights work so that's OK), or mechanically by opening the vacuum dump valve. Since cruise worked prior to the brake job, it's in that vacuum circuit.
