actuator valve action (or inaction)

good evening- 2000 lsv8. on a cold start (relatively speaking), should the radiator fan speed drop back to low after turning on, then turning off the air conditioning? had to replace the actuator valve (again) because of no high speed function, and fan refuses to return to low speed until engine is stopped and restarted. just turning off the air does NOT do it. temp gage is still bottomed out. and a long cold chisel worked well when the solenoid part of the valve spun off and left the hydraulic part. lotsa fun. thank you.

It takes a little while after the AC is turned off before the PCM slows the fan back down.

i will be investigating further. hopefully at a time of day when ambient temp is more accomodating. it is not said enough your due diligence to the less-informed on this forum is a true blessing. thank you.
