I just don't know what to say.

1st I don't understand how you hit a car on the shoulder. What the heck are they doing?

2nd Some of those look pretty intentional. The angle of impact isn't like, oh I fell asleap. Even though I don't like law enforcement very much, that is some pretty crazy s**t

Yes ... if you are signaled by an officer of the law to safely pull off the road, you can lower your speed and drive to the next exit or emergency cutout or ANY clearing that puts 10 to 100 feet between you and the moving traffic and then EXPLAIN to the officer that you did not want them standing in the roadway.
