I think the filter is under the car by the right rear tire maybe by the frame I changed one years ago on my X fatherin laws car. passenger side.

It also might be right under the passenger door on the drivers side, that is where mine is on my TC.

The Crown Vic is a panther platform vehicle and the fuel filter should be under the passenger door on the drivers side just inside the frame rail.
