Lincoln Town car 1984 problem with AC - blows hot air only

Hello from czech republic, last year i bought my first old US car - lincoln town car 1984 - i have problem that my car is blowing hot air only (yes I have switch in cold position).

Outside temperature is about 8 degrees Celsius - so it definitely should blows colder air than about 30 degrees celsius.. blower speed control works good, even setup where it should blow air is work correctly.. Can someone help me please? In next few month there will be warm weather and i think i will die if I do not repair this problem

PS: AC is empty but it should work without it if there is no more than 20 degrees celsius outside am i right?

Not sure on older cars but on my 95 if it is low on refrigerant it wont let the pump cycle to protect it.
