yeah. it just sucks. doesnt happen here much in az but when it does rain it looks like crap. i need to replace these damn rotors and pads
 
Rust??? I'm from Arizona too...we couldn't even spell that word if you hadn't posted it first!! Black03 must have shot that photo after our storm Tuesday night....
 
new rotors or pads won't fix that. that's just surface oxidation that forms because the rotors are steel. I'm not aware of any fix.
 
If you could find some stainless steel or ceramic (or other non-carbon steel) rotors, that might prevent it, but other than that, there's not a heck of a lot you can do about it. As you've noticed, a single braking is normally all it takes to remove the rust.
