Fuel Door Removal Gen 1?

I believe that I searched well but maybe I did not. Is there a thread on how to remove the fuel door on a gen 1? Is there something behind the plastic liner that is holding me up? I loosen the small bolts but they only go so far before just spinning in place. Any immediate help would be appreciated.

I see the clip that holds the door on the Ford website. Do I have to pull the wheel liner to get to it? Looks like yes. Smh....

Thanks Hite. And no NASCAR fuel ups here. Lmao. I needed to make sure of a paint match before the bumper conversion. My local RMS paint shop wanted something with paint on metal before mixing. Like I was saying....ramping things up before June.
