Air blows hot when i'm trying to run the AC on 2000 Seville

My AC used to work fine, i did notice though that it started acting up, when it was winter and cold i had the heater on, and the drivers side was blowing cool air and passenger side was blowing hot. Now in the summer my ac is just hot on both sides. I've had a local mechanic check it out and he said the compressor wasn't coming on, he got it to come on, and put that air coolant in, but still it blows hot air, and compressor still comes on. Any ideas what can be wrong?

ck the climate control valves behind the glove box they can be moved by hand for heat or ac. common problem. Could also be the climate control unit on the dash.
