Heater control Valve

Hi i have a 2000 Lincoln LS V6 and i am wondering is there a way to test the heater control valve, its getting cold out here fast and i need the heat. i took it to an auto repair shop and the mechanic says that the valve is bad he placed his hand on a hose near the radiator and says that he feels the hose getting hot but still no heat is this an accurate way to check to see if hose is working properly
 
The DCCV normally fails in such as way as to give you heat when you don't want it, not in a way that leaves you without heat. Are you sure you don't have any air pockets in your cooling system?

And, yes, if the heater hose is getting hot, it does normally mean that you have coolant flow through the DCCV. Is it hot, or just warm? Do you get any heat at all? Do you get heat at speed, but not at idle?
