Different cars on auction sites?

I have been looking at cars for sale and I keep coming across these beautiful cars for sale at ridiculously low prices like the one at the top of the thread. Are there really that many scams running around and do people really fall for it? How can you tell if its a good deal or just a scam? This maybe a stupid question, but there are tons of these adds. I would think people would be able to be caught when doing this. Why do they allow them to run this type of add? Thanks for any insight.

Very odd. Even when I tried to click "view seller's other item" my mail app opened. That whole page just redirects to an e-mail address! Whole page is somehow modified, its scrolls way to far down and a few things are WAY off.
