Blower motor stuck on high.

My blower motor is stuck in the high position. When you try to turn it off , you hear the vent doors close but fan motor still runs in high. It will only stop if you turn off key then even then it takes 5 seconds to completely shut off. I was thinking it could be the blower motor speed control but Im not sure of its location. Any one have any ideas ? Thanks.. God Bless
